Imara Duarte Persevera: Asegura Una Nueva Casa de BMR, y Tiene Interés de Comenzar Una Pequeña Empresa

Imara Duarte abandonó su tierra natal a los doce años en 1984 cuando su padre solicitó a ella y el resto de su familia, para que vinieran a los Estados Unidos en búsqueda de una vida mejor. El área de la bahía de San Francisco ha sido su hogar desde entonces.

Imara (foto, derecha), quien ahora tiene 46 años, finalmente creó una familia propia compuesta de sus hijos, Fernando y J.J., y su compañera Darvelia (foto, izquierda). En mayo del 2018, Imara llegó por primera vez a las puertas acogedoras del centro del vecindario de MEDA, Plaza Adelante, en busca de Causa Justa :: Just Cause, una organización sin fines de lucro que provee asistencia a inquilinos. Mientras Darvelia se reunía con esa organización, Imara decidió esperarla afuera de la oficina, lo cual la llevó a percatarse de la televisión en el pasillo que anunciaba los numerosos servicios gratuitos disponibles en MEDA. En particular, Imara se interesó en el Programa de Desarrollo de Negocios, por lo que decidió subir al tercer piso al Suite 301 para obtener más información. Allí aprendió que el primer paso para convertirse en cliente de MEDA es asistir a la Orientación de Bienvenida, que se ofrece en español e inglés todos los miércoles de 5:45 p.m. a las 8 p.m.

Imara asistió a la orientación la semana siguiente, donde se enteró de los diferentes servicios ofrecidos, el horario de los talleres de negocios y el proceso para aplicar a las unidades a precios bajos del mercado (BMR) en San Francisco. Quería asistir a las clases de negocios para poder entender los pasos para disolver una sociedad existente y luego comenzar su propia empresa de mantenimiento en San Francisco, creyendo que hay más recursos en la ciudad para hacer realidad sus sueños empresariales.

Imara también deseaba mudarse a la ciudad. Ella había contactado una agencia diferente antes para aprender cómo solicitar una unidad de BMR; sin embargo, ella se sintió intimidada por el aparentemente complicado proceso.

En contraste, el personal de MEDA le proporcionó el tiempo necesario para explicarle en su totalidad el proceso de solicitud de BMR, por lo que Imara finalmente se sintió lo suficientemente cómoda para meter su solicitud de inmediato.

La emocionante noticia fué que Imara realmente ganó la primera lotería a la que aplicó, en mes de julio.

Explica Imara: “Me sentí como si estuviera viviendo en un sueño, asistiendo a clases de negocios de MEDA para comenzar mi propia empresa y haciendo un seguimiento del proceso de solicitud después de ganar la loteria de BMR.”

Desafortunadamente, ese sueño se le desvaneció: Imara devastada, después de que la Ciudad le informará que sus ingresos eran demasiado altos para el BMR, lo que la descalificaba para mudarse al apartamento.

Imara continuó asistiendo al taller de negocios de MEDA, y durante una de las sesiones, le mencionó a Luis Ramos, Coordinador de Préstamos y Desarrollo de Negocios, que había sido descalificada del BMR y no entendía cómo eso era posible. Ramos conectó rápidamente a Imara con la Asesora de Oportunidades de Vivienda de MEDA, Guadalupe Mercado, quien a principios de septiembre comenzó a guiar a Imara sobre cómo presentar una apelación. Imara y Mercado hablaban casi diariamente sobre las actualizaciones del resultado pendiente. A pesar del estrés de esperar, Imara se sintió confiada y esperanzada nuevamente, habiendo encontrado a alguien quien le ayudara con el caso.

Después de varias semanas, el proceso de apelación resultó ser un éxito, lo cual le permitió a Imara mantener su departamento de BMR. Imara, muy emocionada y contenta, firmó el contrato y recibió las llaves de su nuevo hogar el 21 de noviembre. Al día siguiente, Imara y su familia agradecidos comenzaron a mudarse a su nuevo apartamento de tres habitaciones en el vecindario de Mission Bay en San Francisco. Tenían bastante de que agradecer en este Día de Acción de Gracias.

Imara Duarte Perseveres: Secures New BMR Home, Looks to Start Small Business

Imara Duarte left her homeland in 1984 when her father petitioned for the twelve-year-old, and the rest of her immediate family, to come to the U.S. for a better life. The San Francisco Bay Area has been home since that time.

A now 46-year-old Imara (photo, right) eventually created a family of her own comprising her two sons, Fernando and J.J., and partner Darvelia (photo, left) . In May 2018, Imara first came through the welcoming doors of MEDA’s neighborhood center, Plaza Adelante, to seek tenants’ rights assistance from second-floor nonprofit Causa Justa :: Just Cause. While Darvelia was meeting with that organization, Imara waited outside of their office, her eyes eventually turning to the TV monitor availing community members of the numerous free services available from MEDA. Her interest was piqued by the slide telling of the Business Development program, so Imara headed up one level to Suite 301 to find out further information. That’s where she learned that the first step to becoming a MEDA client is to attend the informational Welcome Orientation, offered every Wednesday from 5:45 p.m. to 8 p.m.

Imara attended the following week’s orientation, where she learned about the different services offered, the schedule for the business workshop and the process to apply to below-market-rate (BMR) units in San Francisco. She wanted to attend the business classes so that she could understand the steps to dissolving an existing partnership and then start her own San Francisco maintenance company, believing that there are more resources in the city to make her entrepreneurial dreams a reality.

Imara also desired to move to the city. She had reached out before to a different agency to learn how to apply for a BMR unit; however, she left feeling daunted by the seemingly complicated process.

In contrast, MEDA, staff took the time to fully explain the BMR process, so Imara finally felt comfortable enough to proceed, immediately applying for units.

The exciting news was that Imara actually won the very first lottery to which she applied, back in July.

Explains Imara, “I felt like I was living in a dream, attending MEDA business classes to start my own company and following up with the application process after winning the BMR lottery.”

Then that dream faded: A devastated Imara was informed by the City that her income was too high for the BMR, disqualifying her from moving into the apartment.

Imara continued to attend the MEDA business workshop and, during one of the sessions, she mentioned to Business Development and Lending Liaison Luis Ramos that she had been disqualified from the BMR and did not understand how that was possible. Ramos quickly connected Imara to MEDA Housing Opportunities Coach Guadalupe Mercado who, in early September, began guiding Imara on how to file an appeal. Imara and Mercado checked in almost daily for updates on the pending outcome. Despite the stress of waiting, Imara felt confident and hopeful again, having found someone to help her with the case.

After several weeks, the appeal process proved to be a success, with Imara able to keep the BMR apartment. An elated Imara signed the lease and received the keys to her new home on Nov. 21. The following day, a thankful Imara and family started moving into their brand-new, three-bedroom apartment in San Francisco’s Mission Bay neighborhood. Quite the Thanksgiving, indeed.

Next up: starting that business.

Concludes Imara, “I am very thankful to Guadalupe, who supported me throughout the application and appeal process. People should visit MEDA to learn about all the different services they offer — even if they live outside San Francisco.”
