What is San Francisco’s Shelter-in-Place Order?

Read the full Public Health Order here.

  • The City issued a Public Health Order requiring people to stay home except for essential needs.
  • Vulnerable populations must stay home. Everyone else is required to stay home except to get food, care for a relative or friend, get necessary health care, or go to an essential job. 
  • It is OK to go outside for walks or bike rides if you are not in a group.
  • Stay at least six feet apart when leaving your home for essential activities.
  • This order is in effect until April 7, 2020.
  • It may be extended depending on recommendations from public health officials.

Free Tax Preparation

For all community members who still need to do taxes at MEDA: If you think you will not be able to file your taxes before April 15th and you know you have to pay, do the automatic extension by filling out Form 4868  — the extension will last until October 15. Mail the form to: IRS, Fresno, CA 93888.

If you think you will receive a refund, we will file your tax return. Take a packet (next to Café de la Olla in MEDA’s Plaza Adelante), then fill out all the forms and mail them to: MEDA, 2301 Mission St., Suite 304, San Francisco, CA 94110. We will contact you to tell you the forms you need to sign to transmit your return to the IRS and the state of California.

Small-Business Resources

With the outbreak of COVID-19, our local economy is facing an unprecedented challenge and we understand that your business is most likely facing serious challenges as well, coming from the severe reduction of sales and operation. MEDA is actively working to support our small-business community by accessing necessary and urgent resources. We are making ourselves available to you remotely, via phone, text or video chat. Below are some of the resources that are currently available for small businesses in our community.

Small Business Resiliency Fund

The City of San Francisco has established a fund administered by OEWD to offer emergency grants up to $10,000 for microbusinesses. To qualify you must meet the following:

  • Have at least one employee and no more than five employees;
  • Demonstrate a loss of revenue of 25% or more;
  • Have less than $2,500,000 in annual gross receipts; and
  • Be engaged in activities that are regulated by the City and County of San Francisco and have a license/permit associated to that regulation.

The fund is currently out of money, but the City is working to refill it as soon as possible. It is a first-come, first-served basis, so you must apply as soon as possible to make sure you have the best chances to receive it when it is refilled. Let us know if you would like assistance filling out the application. 

Moratorium on Commercial Eviction of Small Businesses

Small- and medium-sized businesses are unable to be evicted by commercial landlords if they have had a loss of income due to COVID-19. This was set in place by the Mayor of San Francisco for 30 days and is able to be extended if she decides to under her Local Emergency authority. 

Loans to Cover Costs

There are special loans available to cover costs due to the COVID-19 outbreak and its economic impact. The SBA Economic Injury Disaster Loan is able to provide capital to cover costs at a reduced interest rate of 3.75%. MEDA is also working with the City of San Francisco to create an emergency loan at 0% interest. 

Assisting Employees

We understand that you might have had to cut staff hours or layoff employees. MEDA’s Workforce Development Program is able to support those employees in applying for unemployment insurance or finding temporary work.

Update 3/14/20
MEDA STAFF ARE ALL WORKING REMOTELY. OUR OFFICES AT PLAZA ADELANTE ARE CLOSED.

In an effort to prevent the possible spread of coronavirus, MEDA’s offices are temporarily closed, with all MEDA staff working remotely. If you need services, please call your MEDA coach and they can help you.

Do note that at this time there have been no confirmed cases of coronavirus at Plaza Adelante.

The health and safety of staff and community members are the most important things for MEDA and Plaza Adelante.

We want to make sure that you — our community, partners and staff — remain healthy. At this time, Plaza Adelante remains a safe, welcoming place for everyone. To keep the building safe, we have increased the daily cleaning of all common areas and for now are stopping the gathering of large groups of community members in the building.

IF YOU ARE SICK:

We ask that community members do not visit Plaza Adelante if they are sick with the usual symptoms of a cold or flu, even if you have not been tested for COVID-19. That means a fever, a cough or if you are having difficulty breathing.

PROGRAM CHANGES

Also, we are making the below program changes through March 31, 2020 — to make sure Plaza Adelante remains safe for all community members.

FREE TAX PREPARATION

We ask that you do not come to do your taxes at Plaza Adelante if you are sick. Also, we ask everyone — whether you are sick or not — to consider dropping off your taxes and pick them up when done.

ALL OTHER PROGRAMS

To stop the gathering of large numbers of community members at Plaza Adelante, MEDA is immediately canceling the following, through March 31, 2020:

  • Welcome Orientation (Wednesdays)
  • Business Development workshops (Thursdays)
  • Mission Techies (Mondays-Fridays)
  • Mission Admins (Mondays-Fridays)
  • Housing clinics (Wednesdays)
  • First-Time Homebuyers workshop (March 14)

ONE-ON-ONE APPOINTMENTS

We ask community members to consider having their appointment by phone instead of in person at Plaza Adelante. Please call your coach to set up this phone call.
