MEDA and Chinatown CDC Awarded 1296 Shotwell Street 100-Percent Affordable Housing Development
96-Unit Development for Senior Living to Further Stabilize San Francisco’s Mission District

San Francisco, CA – The Mayor’s Office of Housing and Community Development (MOHCD) has awarded the Mission Economic Development Agency (MEDA) and Chinatown Community Development Center (CCDC) the right to co-develop, own and manage a site for affordable housing at 1296 Shotwell Street.

“The development team led by MEDA and CCDC submitted a strong proposal that will provide affordable housing for low- and very low-income seniors, while addressing the unique needs of homeless seniors. The proposed design maximizes density to meet the severe housing need of the Mission’s low-income seniors, and provides an array of services and open spaces in a design that creates interest for residents and neighbors. The project will also help advance the Mayor’s Housing Goal of 30,000 units by 2020, especially new affordable housing for low-income seniors in the Mission,” said MOHCD Director, Olson Lee.

The nine-story building will create 96 units using the Affordable Housing Bonus Program that will be affordable to low-income households–including formerly homeless seniors in 14 apartments–and is designed to provide a full-featured home for residents at all stages of the continuum of independent living. The building’s residents will connect with and draw from the community resources within a 10-minute walking radius (five blocks): the 24th Street corridor; St. Anthony’s Church; St. Luke’s Hospital; San Francisco General Hospital; and numerous nearby nonprofit service providers that have signed on to support the project and its denizens.

What may have sealed the deal for the project was its innovative design, led by Herman Coliver Locus Architects. The building’s overall siting–at a slight diagonal to a straight north-south line on a triangular parcel of land–brought numerous challenges. The winning design cleverly maximizes the number of units that can be developed at the site, while providing common living areas such as a rooftop garden, ground floor sitting areas and room for the development of a walking labyrinth. Through preliminary design renderings, the building promises to be an aesthetically pleasing structure for a more industrial part of the Mission neighborhood.

“This project will further strengthen a strategic partnership between CCDC and MEDA, complemented by the longtime organizations that will serve the neighborhood at the site,” states Reverend Norman Fong, executive director of CCDC. “This development addresses the vital need for affordable housing in the Mission.”

Underscoring how this development is a critical piece of a plan for neighborhood stabilization, Luis Granados, executive director of MEDA, explains: “1296 Shotwell is a great accomplishment for MEDA and our partnership with CCDC, and is another huge win for our community. It will help further our goal of developing 2,400 affordable units in the Mission District to sustain families and stabilize the neighborhood.”
